Article #3 (Funding Issue)

I would like to share the short article (memo) on a related funding issue with the class.

In summary, APCO (Association of Public-Safety communications Officials) initiated a Funding Forum in response to the growing loss of 9-1-1 revenue from traditional surcharge models. APCO encouraged open and free discussion of alternate, sustainable funding models for emergency telecommunications across the country.
